Working together
County & Community Partners
A clear starting point for counties, placing agencies, and community organizations exploring services and collaboration with Knotts Family Agency.
KFA at a glance
Established in 1992, KFA supports children, youth, and families through foster care, adoption, and caregiver support. Our work centers on safe care, family relationships, and support for the resource parents who help children and youth thrive.
Foster care and resource families
Preparation for resource family approval, placement-related support, and caregiver guidance. Foster care information.
Adoption
Guidance for prospective adoptive families through the agency’s adoption services. Adoption information.
Family support and training
Caregiver education and support resources. Program fit and availability should be confirmed with KFA. Family support information.
KFA’s published service areas include San Bernardino, Riverside, and Los Angeles counties. A listed service area does not establish availability for every program or placement. Review service locations and contact the agency about the specific need.
High Fidelity Wraparound development
KFA is included as “Knotts Family” on the California HFW Certified Aftercare Providers list maintained by UC Davis, updated October 12, 2026.
Dedicated program funding is not yet confirmed
KFA is developing a planned HFW program. Certification does not announce a county contract award, an operational launch, or open enrollment. County partnership discussions are welcome while funding and operational arrangements are developed.
Accountability and continuity
KFA’s written policy framework assigns responsibilities across governance, program operations, administration, and quality improvement. These responsibilities include:
Governance and resources
Governing-body oversight of policy, budget, program operations, incidents, and internal controls.
Qualified program oversight
Assignment and supervision of authorized staff, appropriate escalation, and coordination with the agencies responsible for placement and care decisions.
Continuity of care
Coverage and handoffs for essential services, access to necessary records, and coordination when an interruption affects care.
Quality and family experience
Consideration of feedback, service records, and identified concerns to guide improvement and follow-through.
Information stewardship
Role-appropriate access to records, verification of disclosure authority, and secure coordination of necessary information.
Respect and access
Attention to language, communication, disability accommodation, cultural identity, and participation by youth, families, and Tribes where applicable.
Credential and service documentation
County reviewers may request current licensing and accreditation documentation, including the applicable entity, program scope, and effective dates. Contract-specific qualifications, staffing, capacity, and service commitments should be established through the appropriate review and contracting process.
For a service inquiry, identify the program, county, and general assistance needed. For contracting or collaboration, describe the proposed scope and timing. Contact KFA to arrange an authorized, secure route before sending confidential case records.
